About us

The Media council for self-regulation (MSS, Medijski savjet za samoregulaciju) is the only independent self-regulatory body in Montenegro, dedicated to monitoring the work of print, electronic, and online media. Founded on March 7, 2012, in Podgorica, the Media council currently unites 74 media outlets, making it the largest media alliance in the country.

The MSS was established with a clear mission  ̶  to promote media ethics and professionalism, protect citizens from unethical and manipulative reporting, and strengthen public trust in free and responsible media.

Our Activities

The MSS, in pursuit of its mission:

  • Handles citizens' complaints about media content
  • Monitors the implementation of the Code of Journalists of Montenegro
  • Acts as a mediator between complainants and media outlets
  • Publishes periodic reports on adherence to professional standards
  • Works to improve professional standards in Montenegrin journalism
  • Protects the public from unprofessional, biased, and manipulative reporting

The MSC is open to all media that accept the Montenegrin Journalists Code of ethics and uphold the principles of responsible and professional journalism. At the founding assembly, it was concluded that the reputation of the profession can only be restored through joint effort – via self-regulation and consistent respect for ethical norms.

Why Is Self-Regulation Important?

Media self-regulation is a key mechanism for preserving media freedom while ensuring accountability to the public.

Unlike state control, self-regulation safeguards editorial independence, while ensuring that journalism is grounded in truth, accuracy, and public interest.

At a time when disinformation, manipulation, and sensationalism are increasingly prevalent, self-regulation serves as a guarantee of professional journalism and a tool for rebuilding trust between the media and the public.
